In the 1700s Emsworth was well placed to provision the Navy at nearby Portsmouth dockyard. The Town Mill in Queen Street was very old, built in 1570, so this meant new mills were needed to produce the goods.

During the middle of the 18th Century Emsworth constructed Quay Mill at the bottom of South Street and the Slipper Mill to the East. Both of the shallow Emsworth mill ponds were constructed by damming up the river beds of the River Ems and the West Brook.
